Add a toggle to certain documents and/or Subcategories within the information library that would prevent them from being downloaded to the Jolt app and would require an active network connection to view online.

This is to help curb the concern of documentation in the Information Library taking up too much space on users' devices, especially when Personal Devices are in play.
