Expired Incomplete/Un-Submitted list notification option

I think it would be good to be able to set a notification for locations that do not complete or submit a list once it expires.

+1 - Having a notification option in list settings to go out at Expiration in addition to Overdue would be beneficial in many cases for high priority lists.
