In all of our departments there is a set limit for how many employees can mark a certain day off. If someone else tries after this limit is hit, it will not allow them to submit their time off request. It does not, however, limit the number of shift managers who can mark an overlapping day off. We have between 6-8 shift managers at our facility and there are certain weekends where 4 of them have overlapping time off requests. They have different jolt access rights than other departments, and something is allowing them to submit requests even when their department limit is hit or surpassed.
